Due to climate change, Richmond is experiencing more frequent and intense rainfall, increasing the risk of flooding and stagnant water. Standing water can potentially become a breeding ground for bacteria and waterborne diseases, which would create great public health risks if not managed properly. Hence, the city must adjust their drainage and water management systems in kind to mitigate these risks and minimize public exposure to such bacteria and disease-carrying pathogens.
